You can add another example to the unintended consequences list. Philadelphia’s recently implemented soda tax has led some individuals to start buying beer instead. It is a natural economic conclusion considering beer is now cheaper than soda after one includes the tax rates for each beverage type. Also, actual revenue year-to-date from the soda tax is coming in below projections since the substitute rate of consumers from soda to other beverages has been greater than expected.
